Bayambang, Pangasinan — After years of uncertainty, Bayambang Central School (BCS) has finally gained a permanent home with the Department of Education (DepEd) and the Municipal Government of Bayambang signing a usufruct agreement on June 15, 2026, granting the school long-term use of its new site.

The agreement covers more than two hectares of land in Barangay Bical Norte, which houses school buildings, classrooms, and other essential facilities. Under the terms, BCS will enjoy usufruct rights for 25 years, and can be renewed thereafter.

Regional Director Estela P. Leon-Cariño expressed deep gratitude to Mayor Mary Claire Judith Phyllis Jose-Quimbao and the local government unit. “Our teachers and learners are now at peace because of this historic moment of finally providing a permanent area for BCS,” she said.

Mayor Jose-Quimbao highlighted the significance of the agreement for future generations. “We have effectively secured and brought back the BCS for our learners, not just of today, but for the next generations. Our children are the rightful owners of the land and the school,” she said.

She added,“This is how we protect our institutions that have molded our Bayambanguenos. Our vision for education goes beyond land titles; we have pledged our salaries for the Special Education Program.”

As of the latest data, BCS has 1,761 enrolled learners from Kindergarten to Grade 6 for School Year 2026-27.
Signatories in the usufruct agreement include Municipal Administrator Atty. Rodelynn Rajini Vidad and Municipal Accountant Eleyner De Vera for the local government, and Schools Division Superintendent of Pangasinan I Fatima R. Boado, and BCS Principal Lamberto de Vera, for DepEd.

Witnesses for DepEd included Curriculum and Learning Management Division Chief Dinah C. Bonao, Attorney IV Rosemarie M. Wailan, Schools Governance and Operations Division Chief Michael Rame, and Public Schools District Supervisors Longino D. Ferrer and Candra Penoliar.

BCS teachers and learners were also in the event to witness the historic usufruct signing ceremony.
The lot was acquired by the local government through a compromise agreement, under Sangguniang Bayan Resolution No. 328, and will be under a deed of usufruct with BCS.
