Department of Education Region I Director Tolentino G. Aquino lauds the Schools Division Office of Laoag City as it launches its IGNITE (Innovative Goals and Nurturing Initiatives in Transforming Education) project during the Ignite Innovation Forum at Fort Ilocandia Resort Hotel, Laoag City on March 21, 2023.
“Back in the Philippines, our Basic Education Development Plan 2030, the DepEd’s MATATAG Agenda, and the 2023-2028 Philippine Development Plan, all highlight the need for us – teachers, school heads, and education leaders, to develop and to promote among our learners the four Cs of the 21st Century Skills – critical thinking, collaboration, creativity, and communication. Therefore, we have to IGNITE to equip both our teachers and learners with skills that make them responsive to the requirements of life in the 21st Century,” RD Aquino emphasized in his keynote speech.
Director Aquino also commended SDO Laoag City for the institutionalization of the Whole-Brain Literacy System Outcome-based Education in 2019 which is one tested and proven instructional approach that could possibly be implemented in the entire Region I.
Meanwhile, Schools Division Superintendent Vilma D. Eda in her message underscored the aim of the program IGNITE which is a three-font approach -Ignite innovations, research, and leadership which is also aligned with the key initiatives under the MATATAG Agenda of DepEd. She also encouraged everyone the need to work together and focus on what is good for the people of Laoag.

Dulay, Regional Focal Person of Circle of Innovators for Learning and DepEd ROI Education Program Supervisor with topic on “Education Redefined: Creating a Global Citizenship Education (GCED) School”; Ms. Robelle Millie Ann Racca, Special Science Teacher IV of Philippine Science High School with topic on “Understanding Improved Pedagogies and Why They Matter”; Ms. Maria Monica H. Triunfante, Teacher III of Ilocos Norte National High School with topic on “Whole-Brain Learning System Outcome-Based Education (WBLS-OBE):Amplifying Authentic and Holistic Learning in the 21st Century Education”; and Ms. Omnia Ismail, Education Technology Specialist and MIE Expert and Master Trainer of Microsoft Education of Alexandria, Egypt with topic on “MS. HELPY: Reinforcing Student’s Positive Behavior Towards Effective 21st Century Learning Environment.”
Attendees of this forum are Education Program Supervisors, School Heads, Master Teachers, and teachers of SDO Laoag City. An open forum was conducted after the plenary session.
